The creators clearly focused their efforts there.

The series revolves around the story of the Abh (the point of view of their opponents in the war is rarely shown) and the Abh are distinguished from humans by the fact that they were engineered for and live their lives in entirely in space. The protagonists spend a good deal of time planet- and station-side, though, and the worldbuilding behind the series feels a little weaker during those sequences. Larger space battles switch between the perspectives of the ship commander on the front line and the fleet commander in the war room, so you are given a good view of both individual tactics and fleet strategy. The mechanics of space combat are unique, and their effects on weaponry and tactics are thoroughly portrayed. I don't know about Heroes, but yes, the Stars series is about half war story and half rather understated (for an anime) teenage romance.
